No. 73-Pres/2014 - The President is pleased to approve the award of the “Ashoka Chakra” to the under mentioned 
person for the acts of most conspicuous gallantry:- 

1. IC-72861M MAJOR MUKUND VARADARAJAN, THE RAJPUT REGIMENT / 

44TH BATTALION THE RASHTRIYA RIFLES 

(POSTHUMOUS) 

(Effective date of the award: 25 April, 2014) 

On 25 April 2014, Major Mukund Varadarajan, Company Commander, received information about the presence of 
three terrorists in village of Shupiyan district of Jammu and Kashmir. This group had targeted polling officials just a day 
prior. Major Mukund acted swiftly by deploying troops in an effective cordon and simultaneously evacuated civilians from 
the target house. 

Major Mukund personally led the demolition team and valiantly demolished the target house fearlessly while 
exposed to terrorist fire. This aggressive action forced the terrorists to shift their position to an outhouse in the compound. 

Major Mukund along with his buddy displaying raw courage chased the terrorists and closed in to the terrorists 
hiding in the outhouse. The officer lobbed a grenade inside the cement outhouse killing one terrorist instantaneously while he 
was himself in the open. Another terrorist present in the outhouse opened a burst of auto fire thereby seriously injuring Major 
Mukund. Although bleeding profusely, unmindful of his grave injury and displaying most conspicuous bravery the officer 
crawled ahead, fired and neutralized the second terrorist. The elimination of terrorist by Major Mukund restored faith of 
public in democracy and the Indian Army. The elimination of the District Commander dealt a body blow to the tanzeem. 
Major Mukund Varadarajan was evacuated but succumbed to his injuries. 

Major Mukund Varadarajan exhibited most conspicuous bravery and exemplary leadership and made the supreme 
sacrifice while fighting with the terrorists.

No. 74-Pres/2014 - The President is pleased to approve the award of the “Shaurya Chakra” to the under mentioned 
persons for the acts of gallantry:- 

1. 5048243X LANCE NAIK BHARAT KUMAR CHHETRI, 3/l ST BATTALION THE GORKHA RIFLES 

(Effective date of the award: 05 September, 2013) 

At 0300 hours on 05 September 2013, a Pakistani ‘Border Action Team’ comprising four terrorists and four regular 
Pakistani soldiers attempted to raid the tactically significant ‘Abdul Hut’ post along the Line of Control in Jammu and 
Kashmir. The Pakistani Team was detected through a Hand Held Thermal Imager and tracked. Lance Naik Bharat Kumar 
Chhettri manning the Rocket Launcher fearlessly stood in the open displaying nerves of steel and mastery over the weapon, 
fired a High Explosive rocket at the column, hitting the raid party. The raid party immediately scattered. The terrorist group 
was tracked till 0500 hours, when it was again engaged. L/Nk Bharat sensed that the column could escape and disregarding 
the personal danger to himself, gallantly manoeuvered to a better firing position under effective enemy fire. His second round 
fired from an open position also found its mark. His bravery and raw courage under fire, steely nerves and field craft ensured 
that the enemy’s raid was foiled with one foreign terrorist and one Pakistani Havildar was killed which was confirmed by 
own intelligence agencies. 

Lance Naik Bharat Kumar Chhetri displayed outstanding raw courage, audacity, and total disregard to personal 
safety in face of the enemy while fighting with the terrorists. 

2. 4368146K NAIK ANSAIGRA BASUMATARY, 5 th BATTALION THE ASSAM REGIMENT 

(Effective date of the award: 22 September, 2013) 

On 22 September 2013 three ambushes were deployed to cover the infiltration route of terrorists. Naik Ansaigra 
Basumatary was deployed in an ambush at Guchhi III in the Lashdat Nar Area of Kupwara district of Jammu and Kashmir. 
At 0655 hours on 23 September 2013 the ambush party observed some suspicious move at about 200 metre ahead. The entire 
ambush party was alerted. Terrorists move was continuously tracked. When the terrorists were around 20 metres away, the 
ambush was sprang with bravery and disregarding personal safety. There was a prolonged exchange of automatic, AK-47 and 
Under Barrel Grenade Launcher fire between the ambush party and the terrorists. Naik Ansaigra displaying courage brought

down heavy volume of accurate Light Machine Gun fire on the terrorists which resulted in the elimination of three terrorists 
and recovery of large amount of warlike stores. 

Naik Ansaigra Basumatary, thus demonstrated dauntless courage, conspicuous bravery, presence of mind, while 
fighting with the terrorists. 

3. JC-539962H SUBEDAR PRAKASH CHAND, 8™ BATTALION THE KUMAON REGIMENT (POSTHUMOUS) 

(Effective date of the award: 28 October, 2013) 

On the night of 28 October 2013, Subedar Prakash Chand was leading an anti infiltration patrol from Bhim post to 
Kaman post at Baramulla district of Jammu and Kashmir. At about 0015h, the patrol was fired upon from across the LOC 
with heavy volume of Small Arms, Under Barrel Grenade Launcher and Rocket Propelled Grenades. Subedar Prakash Chand 
in a swift action ordered the patrol to adopt lying position and with unparalleled gallantry engaged the location from where 
heavy firing was causing damage and danger to his team. While bringing his own men to safety, Subedar Prakash Chand 
sustained a splinter injury on his right thigh. Bleeding profusely with grievous injury the JCO bravely continued firing till he 
received a fatal splinter injury on his head. Subedar Prakash Chand fought valiantly till his last breath befitting the highest 
traditions of Indian Army. 

Subedar Prakash Chand displayed conspicuous gallantry beyond call of duty, indomitable courage and selfless 
devotion and made the supreme sacrifice while fighting with the terrorists. 

4. IC-72726Y MAJOR SATNAM SINGH, THE CORPS OF ENGINEERS / 

15™ BATTALION THE ASSAM RIFLES 


(Effective date of the award: 09 December, 2013) 

On 09 December 2013, Major Satnam Singh received information regarding six heavily armed KNF(N) terrorists 
hiding in the general area Nepali Khuti II at Thoubal district of Manipur. While searching, own scouts came under heavy and 
effective fire pinning down the entire party. With utter disregard to personal safety Major Satnam gallantly rushed forward 
with his buddy Hav Navindra across the open ground disregarding his own vulnerability. The officer directed his buddy to 
provide suppressive fire and closed in with one hardcore terrorist and eliminated him at close range. The gallant act by the 
officer resulted in elimination of two and injuring one hardcore terrorist in the ensuing gun battle with 21 PARA (Special 
Forces) and recovery of huge cache of arms and ammunition. 

Major Satnam displayed exemplary leadership, indomitable valour, courage and gallantry in 
eliminating/apprehending hardcore terrorists with arms and ammunition. 

5. IC-64002M MAJOR ABHISHEK KUMAR, THE PUNJAB REGIMENT / 

22ND BATTALION THE RASHTRIYA RIFLES 


(Effective date of the award: 13 January, 2014) 

On 02 October 2013, Major Abhishek exhibited unmatched leadership and professional competence by personally 
disarming and apprehending a local terrorist in close combat in a village of Sopore district of Jammu and Kashmir. 
Interrogation of the individual revealed presence of one more terrorist in another village of sopore district, who was later 
apprehended personally by the officer on 11 October 2013. 

On 13 January 2014, based on input regarding presence of terrorists in village of Sopore, Major Abhishek Kumar 
established effective cordon of the target house. At 1335 hrs, during search, terrorists fired indiscriminately from the target 
house and injured Sowar Sidheswar Pradhan. Officer retaliated by aimed fire, pinned down terrorists and pulled the injured 
officer to the safety point. The officer showing utter disregard for his personal safety, raw courage, tactical acumen, crawled 
forward under heavy fire and eliminated one terrorist. At the same moment second terrorist fired and tried to escape. Inspite 
of heavy volume of fire directed onto him, officer closed in and eliminated him from close range. Two terrorists were killed 
personally by Major Abhishek which were later identified as dreaded terrorists of Jaish-e-Mohammad. 

Major Abhishek Kumar, demonstrated indomitable courage, conspicuous gallantry and exhibiting outstanding 
leadership while eliminating two hard core terrorists. 

6 . IC-65352L MAJOR MANOHAR SINGH BHATI, SENA MEDAL, THE PARACHUTE REGIMENT / 

31 st BATTALION THE RASHTRIYA RIFLES 


(Effective date of the award: 24 February, 2014) 

Major Manohar Singh Bhati was the team commander of 31 Rashtriya Rifles attached with 18 Rashtriya Rifles 
tasked for search and destroy operations in General Area Daradpura of Jammu and Kashmir on 24 February 2014.

The officer meticulously planned the operation, led the team personally and displaying raw courage established 
contact with a terrorist hideout deep in the jungles, in waist-deep snowbound conditions. Unmindful of personal safety, he 
charged and killed one terrorist at point blank range. The terrorists retaliated with heavy fire on his team. Sensing the grave 
danger to his comrades and the need to maintain contact, the officer displaying courage, bold audacity, ice-cold nerves and 
concern for the safety of his team, fearlessly charged the remaining terrorists and shot down a second terrorist. 

Seeing the daring courage of the officer another terrorists broke ranks and ran directly into the waiting ambushes, 
sited personally by the officer. The action of the officer was instrumental which resulted elimination of five hardcore foreign 
terrorists in the operation and destroyed the Lashkar-e-Toiba network in Lolab. 

Major Manohar Singh Bhati, displayed raw courage, dogged determination, conspicuous valour and exemplary 
leadership beyond the call of duty resulting him in personally eliminating two hardcore terrorists. 

7. IC-73277F MAJOR VISHAL SINGH RAGHAV, RAJPUT ANA RIFLES / 1 8 th BATTALION THE RASHTRIYA 

RIFLES 


(Effective date of the award: 24 February, 2014) 

Major Vishal Singh Raghav is the Company Commander at Markul since 01 November 2012. The officer has 
established an effective intelligence network. 

On receipt of information of presence of terrorist in Dardpura Forest of Jammu and Kashmir on 24 Feb 2014, Major 
Vishal Singh Raghav led a patrol for searching of the terrorists in the snow bound forest. While the patrol was moving uphill 
in waist deep snow clad forest, it came under volley of terrorists fire from a very close range. Major Vishal despite grave 
danger displayed courage and maintained ice cool nerves and retaliated. He promptly manoeuvred his team and blocked the 
escaping terrorists. Under intense hostile fire with total disregard to his personal safety, he closed in with terrorists and 
neutralised one terrorist and incapacitated another. Though the terrorists outnumbered the patrol party, he displayed 
exceptional bravery and prevented terrorists breaking contact. He called for additional troops and guided them to the 
encounter site to ensure dissipation of the entire group of foreign terrorists. Throughout the operation. Major Vishal gallantry 
led his team, maintained contact with terrorists, sited and guided fire on terrorists which resulted in elimination of seven hard 
core foreign terrorists of Lashkar-e-Toiba. 

Major Vishal Singh Raghav showed initiative, exceptional courage, exemplary leadership and camaraderie, while 
eliminating hard core foreign terrorists of Lashkar-e-Toiba. 

8 . LIEUTENANT COMMANDER MANORANJAN KUMAR (52423 T) (POSTHUMOUS). 

(Effective date of the award: 25 February, 2014) 

Lt Cdr Manoranjan Kumar (52423 T) joined INS Sindhuratna in Jan 12. He was appointed as Watch-Keeping 
Officer (Electrical), Diving Officer and Officer-in-Charge of III rd compartment. 

The submarine sailed on 25 Feb 14 with a crew of 94 personnel embarked onboard for sea examination post 
completion of refit. During the early hours of 26 Feb at about 0530 h, excessive build-up of smoke was reported in the III rd 
compartment which also houses one-half of the submarine’s main batteries. Lt Cdr Manoranjan Kumar, in his capacity as the 
officer-in-charge immediately mobilized all available personnel and damage control assets and commenced valiant effort 
towards controlling the grave emergency. As the ambient temperature in the compartment increased due to heat and as the 
visibility reduced, the officer, unmindful of his personal safety continued to fight the emergency. At one stage, he realised 
that conditions for human survival in the vicinity of damage had deteriorated and he immediately ordered evacuation of his 
team numbering 13 personnel to safer areas thus drastically reducing the number of casualties. He not only did the fire¬ 
fighting himself but also provided extremely vital inputs to the Command Post on the status of damage control and further 
likely implications. He limited the damage to the localised area preventing the spread to the battery compartment below thus 
obviating an extremely dangerous possibility of damage to entire submarine. Survivors have corroborated that by this time 
breathing had become extremely difficult but Lt Cdr Manoranjan continued pushing his crew to safety and fought the 
emergency undeterred. He was last seen fighting the fire/smoke, rather than saving himself. His exemplary effort to douse the

(Effective date of the award: 25 February, 2014) 

Lt Cdr Kapish Singh Muwal (52360 Z) joined INS Sindhuratna in Aug 11 and was appointed as the Deputy 
Electrical Officer and Oi/c V th Compartment at the time of the incident. 

The submarine sailed on 25 Feb 14 with a crew of 94 personnel embarked onboard for sea examination post refit. Lt 
Cdr Kapish Singh Muwal was at his post in the Vth compartment when excessive smoke was reported in the III rd 
compartment. On hearing the emergency, he immediately rushed to scene of damage in the Illrd compartment and being the 
senior-most officer present took charge of the fire-fighting team and all available assets. As the Deputy Electrical Officer, he 
had in-depth knowledge of the battery compartment and could appreciate the likely damage an increasing fire could cause to 
the battery compartment below and therefore to the submarine. As the smoke and heat kept increasing, the officer, with 
unparalleled determination and resolve, continued his efforts to douse the fire/smoke while evacuating his team of 13 
personnel’s to safety with the aim of saving as many lives as possible. The officer was last seen fighting to contain the extent 
of damage, even while the compartment was being evacuated. His singular act of preventing the damage from spreading to 
the battery compartment below prevented massive structural damage to the entire submarine and survival of the crew 
comprising of 94 personnel embarked on the submarine. Survivors have corroborated that the officer's bravery in the face of 
danger was characterised by sacrifice, selflessness and courage of the highest order, which ensured safety of the entire 
submarine.

10. WING COMMANDER HUVEY UPADHYAYA (25850) FLYING (PILOT) 

(Effective date of the award: 01 March, 2014) 

Wing Commander Huvey Upadhyaya (25850) Flying (Pilot) is from the Helicopter stream and since 26 Nov 12 he is 
on the posted strength of a Cheetal / Cheetah Helicopter Unit that operates in the Siachen Glacier. He has over 3200 hrs of 
accident / incident free flying. 

On 01 Mar 14 at 1140 hrs, when Wg Cdr Upadhyaya was flying an air maintenance sortie to Zulu helipad, he 
received an urgent message from the ATC, stating that an Army ALH helicopter whose ETA was 1105 hrs had not returned 
to Base Camp and was not contactable. Wg Cdr Upadhyaya displayed courage, initiative and high situational awareness in 
reacting to the prevalent situation. He offloaded his helicopter at the helipad and set course in search & rescue of the overdue 
Army helicopter. Undeterred by the fast deteriorating weather and discounting his personal safety, he continued searching for 
the helicopter. He located the wreckage of the crashed helicopter near Kaziranga post at an altitude of 17,600 ft. The terrain 
of the crash site was undulating, mired by deep crevasses covered with soft snow and had a high slope gradient. The strong 
winds prevalent at that time made landing the helicopter in the area an extremely difficult task. Even a delay of five minutes 
would have led to closure of the weather window and the rescue opportunity would have been lost. This would have led to 
certain death of the pilots of the crashed helicopter due to extreme cold, high altitude, shock and injuries. Exhibiting utmost 
courage and exceptional flying skills, he landed his helicopter in between the crevasses near the crash site. While on partial 
power, he hovered his helicopter ensuring that edge of the helicopter ski was in light contact with the soft snow and rescued 
the injured pilots. Throughout this operation, he was under constant threat of enemy observation. Even a slight mishandling 
of helicopter controls during the operation would have led to a catastrophic accident. Through his valiant act under trying and 
near impossible conditions, he saved the lives of two army pilots and accentuated the spirit of jointmanship. 

Wing Commander Huvey Upadhyaya displayed exceptional courage, resolute determination and extraordinary 
flying skills, while saving the lives of two army pilots. 

11. 3005411L SEPOY VIKRAM, THE RAJPUT REGIMENT / 44™ BATTALION THE RASHTRIYA RIFLES 
(POSTHUMOUS) 


(Effective date of award 25 April, 2014) 

On 25 April 2014, Sepoy Vikram was part of an operation in Village of Shupiyan district of Jammu and Kashmir. 
As Major Mukund Varadarajan’s buddy, Sepoy Vikram assisted the officer in preparation and placing of charges in the target 
house. Sepoy Vikram repeatedly exposed himself to danger as he provided security to the officer. 

By about 1800 hours, the terrorists were confined to an outhouse with difficult stand-off access. Displaying courage 
and with resolve, Sepoy Vikram accompanied the officer as the duo crawled to the outhouse. As Major Mukund Varadarajan 
was injured in the process of eliminating two terrorists, Sepoy Vikram threw caution to the winds. Displaying camaraderie 
and an acute sense of mission orientation, he jumped ahead of the officer while calling for his evacuation. Thus, the brave 
jawan willfully placed himself in harm’s way.

The third terrorist, sensing threat, fired indiscriminately injuring Sepoy Vikram. The resolute jawan held on despite 
his injuries and shot the terrorist at close quarters as he tried to escape. In the second exchange of fire, Sepoy Vikram 
received a Gun Shot Wound to the head and neck and succumbed on the spot. 

Sepoy Vikram displayed conspicuous gallantry beyond and above the call of duty, indomitable courage and selfless 
devotion much beyond of his age and service and made the supreme sacrifice while fighting with the terrorists. 

12. 5352474K RIFLEMAN PREM BAHADUR ROKA MAGAR, 2/4™ BATTALION THE GORKHA RIFLES 

(Effective date of the award: 10 May, 2014) 

On 09 May 2014, being member of ambush located at LOI-22 in the Baghialdara Nalla at Punch District of Jammu 
and Kashmir, Rifleman Prem Bahadur Roka Magar was entrusted with guarding one of the likely infiltration routes of the 
terrorist detected through HHTI dets located at Kalas OP. 

At 0230 hours on 10 May 2014 contact was established with the terrorists and fire fight ensued. As the terrorist 
scattered, one terrorist moved close to his ambush party. During the fire fight. Rifleman Prem thinking the terrorist as his 
buddy called for him. The terrorist did not respond and slowly turned his weapon towards him, Rifleman Prem courageously 
caught the muzzle on the terrorist’s weapon while the terrorist opened fired and emptied his magazine. A hand to hand 
combat ensued between the two and Rifleman Prem then punched the terrorist on his face and pushed him to the Nalla. 
During this unarmed combat. Rifleman Prem had dropped his weapon. Realizing that the terrorist might escape, with 
complete disregard to personal safety and using his presence of mind, the NCO threw a grenade on to the fleeing terrorist 
which injured him on his leg. The grenade splinter immobilized the terrorist which prevented him from escaping across the 
Line of Control. 

Rifleman Prem Bahadur Roka Magar, displayed highest level of bravery, indomitable courage, conspicuous 
gallantry and exhibiting outstanding leadership during hand to hand combat with terrorists and critically injuring the 
terrorists.

2. On dated 23.11.2013 at 05.55 hrs, a rescue call was received at the Control Room, Rajapalayam Fire & Rescue 
Services Station about the collision of a State Government bus with a Private bus Sri Jai Bharath on the route Rajapalayam to 
Thenkasi Road, near Moolakarai Vinayagar Kovil. Immediately crew with one Fire Tender headed by Shri S. Paramasivam, 
Station Officer rushed to the spot. On reaching at the scene of incident crew seen a private bus inside a well of 50 feet depth. 
The bus was upside down in the well and the passengers inside the bus were screaming for help. Fireman G. Subramanian 
and K. Arunachala Pandian knowing fully that the well had no steps and the possibility of presence of venomous snakes 
inside the well, entered into the well without caring for their own lives with the help of ropes. On reaching the bus they got 
into the bus through window and found that three women and two men were in a state of deep shock and screaming for help. 
They rescued three women and two men one by one with the help of rescue knots. They also rescued the dead body of the 
driver. 


3. Fireman, Shri Gurusamy Subramanian and Shri Kasi Pandian Arunachala Pandian, thus, displayed conspicuous 
gallantry, exemplary courage, professional expertise and devotion to duty of a very high order. 

4. These awards are made for gallantry under Rule 3(i) of the Rules governing the award of Fire Service Medal for 
Gallantry and consequently carries with it special allowance admissible under rule 5(a) w.e.f. 23.11.2013.

No. 83-Pres/2014-The President is pleased on the occasion of the Independence Day, 2014 to award the Tatrakshak 
Medal for Gallantry to Commandant Arunabh Bose (0399-E). 

CITATION 

Commandant Arunabh Bose (0399-E) joined the Indian Coast Guard on 10 July 1994. 

2. On 14 September 2013, MT Aquarius Wing, a Very Large Container Cargo (VLCC), in coordination with Coast 
Guard, picked up 11 Indian fishermen from their sinking boat. On direct passage to Japan, the VLCC agreed to handover the 
fishermen to Coast Guard, provided it was done at the earliest. Due to large draught, the vessel could not come closer than 22 
NM from Kochi. Indian Coast Guard Ship C-134, which had sailed out to pick up the fishermen could not sustain the rough 
sea and bad weather. The weather was not conducive for normal flying either. Meanwhile, the VLCC was getting delayed 
and was unwilling to wait any longer and the dilemma for Coast Guard operations team was getting complicated. Despite bad 
weather, it was decided to attempt rescue through a Chetak helicopter by an experienced pilot.

3. The officer took the responsibility and got airborne with his crew. The Chetak experienced bad weather i.e., rain, 
low clouds, poor visibility and strong winds. With great flying skills and courage, Commandant Arunabh Bose tackled the 
weather and located the VLCC. Despite unfavorable winds, obstructions and a large camber on the deck of VLCC, he safely 
landed on the VLCC, picked up 02 fishermen in his first trip and dropped them at Kochi. Considering the task of picking 
another 09 fishermen the officer changed the helicopter configuration to ‘passenger’ from ‘SAR’ at Kochi. Again braving the 
odds the officer landed on the VLCC and picked up 05 of the remaining 09 fishermen and ferried them to Kochi, leaving the 
winch operator behind. In the last trip he picked up the remaining 04 fishermen alongwith the winch operator and landed 
back at Kochi safely. 

4. The exceptional courage, skill, situational awareness, discipline and leadership displayed by the officer in 
extremely difficult flying and landing conditions resulted in rescue of 11 Indian fishermen and brought laurels to the service. 

5. Commandant Arunabh Bose (0399-E) has accredited himself well and therefore he is awarded the Tatrakshak 
Medal (Gallantry). 

6. The Tatrakshak Medal (Gallantry) award is made under Rule 11 (i) of the rules governing grant of Tatrakshak 
Medal and consequently carry with them the special allowance admissible under Rule 13 in respect of Coast Guard personnel 
who have received the Tatrakshak Medal (Gallantry) award.

No. 84-Pres/2014- The President is pleased on the occasion of the Independence Day, 2014 to award the Tatrakshak 
Medal for Gallantry to Deputy Commandant Suvrojyoti Roy (0679-Q). 

CITATION 

Deputy Commandant Suvrojyoti Roy (0679-Q) joined the Indian Coast Guard on 26 June 2006. 

2. The officer assumed Command of Indian Coast Guard Ship C-148 on 05 June 2013. He played major role in 
apprehension of 16 bandits onboard ‘MT Pratibha Bheema’ on 07 March 2014 off Goa Coast. 

3. C-148 arrived at scene of action at about 0910 hrs on 07 March 2014 and boarded ‘Pratibha Bheema’. Deputy 
Captain of Ports had informed sighting of 12-15 persons onboard derelict vessel. However, no person could be traced after 
thorough search of the upper decks /bridge. The inner compartments were all unlit and pitch dark. The number of personnel 
onboard, their motive and carriage of fire Arms was also not known. Realizing the criticality of situation the officer requested 
Headquarters to depute Commanding Officer C-133 to take over Temporary Command of C-148, to enable him to handle 
operations onboard tanker as he had experience from previous Boarding Operations. 

4. Under leadership of Deputy Commandant Suvrojyoti Roy, boarding party taking calculated risk, moved in pairs 
with torches in hand, hailing intruders to surrender. The first person was apprehended in the alleyway in darkness who 
revealed that there were two groups of eight persons each onboard, operating since last 02 days. Subsequently, on arrival of 
Coastal Security Police, the officer undertook joint operations to flush out nab the remaining brigands. After nearly 03 hours 
search operations 16 brigands were flushed out and apprehended. The officer displayed exemplary courage, professional 
competence and able presence of mind in taking charge of the situation resulting in successful and incident free operation. 

5. Deputy Commandant Suvrojyoti Roy (0679-Q) has accredited himself well and therefore he is awarded the 
Tatrakshak Medal (Gallantry). 

6. The Tatrakshak Medal (Gallantry) award is made under Rule 11 (i) of the rules governing grant of Tatrakshak

No. 85-Pres/2014- The President is pleased on the occasion of the Independence Day, 2014 to award the Tatrakshak 
Medal for Gallantry to Assistant Commandant Ajay Choudhary (0830-L). 

CITATION 

Assistant Commandant Ajay Choudhary (0830-L) joined the Indian Coast Guard on 21 December 2009. 

2. On 08 December 2013, due to Cyclone ‘Madi’ in Bay of Bengal, Indian Coast Guard Ship Rajtarang enroute from 
Kolkata to Chennai was directed to enter Kakinada. At 0200 hours on 10 December 2013, the ship received message of a

medical emergency onboard a Chinese cargo vessel, ‘MV Shadong’ off Krishnapatnam. The ship sailed with despatch by 
0330 hours to undertake the mission at short notice in dark hours under cyclonic/challenging conditions. 

3. The ship effected rendezvous with the Chinese vessel at 0800 hours on the same date. Assistant Commandant 
Ajay Choudhary took the responsibility of leading the Medical Evacuation team. The weather condition were extremely 
adverse during the day due to prevailing cyclonic condition with sea states 5-6 and swells of 4-5 metres. The wind speeds 
were 30-35 knots and gusting upto 40 knots. In those challenging conditions, the Rubber Inflatable Boat (RIB) was lowered. 
With scant regard to the personal safety, the officer led his team to accomplish the mission. 

4. In the prevailing weather conditions, the handling of the boat was proving to be extremely difficult as the boat 
was getting tossed up by the heavy swells. However against all the odds, the officer manoeuvred the boat to reach the 
merchant vessel. The merchant vessel, being at ballast was also experiencing heavy roll and it was difficult to go alongside. 
The officer displayed remarkable seamanship acumen and boat handling ability to go alongside ‘MV Shadong’ safely. Once 
alongside, the RIB was swaying up and down in the heavy swell. But, the team managed to embark the casualty onboard 
safely and returned back to the ship. After embarking CG ship, the casualty was administered first aid. The entire gruelling 
operation took two hours to complete and one precious life was saved. The temperament and risk taking abilities displayed by 
the officer during the mission was well beyond the call of his duty. 

5. Assistant Commandant Ajay Choudhary (0830-L) has accredited himself well and therefore he is awarded the 
Tatrakshak Medal (Gallantry). 

6. The Tatrakshak Medal (Gallantry) award is made under Rule 11 (i) of the rules governing grant of Tatrakshak

Statement of service for which the decoration has been awarded 

On 22.06.2007, information about the presence of dreaded Pakistan trained terrorists of HUJI namely Jalaluddin and 
Naushad carrying lethal weapons and high explosives in Aminabad area of Lucknow city was received. They were to board a 
bus from Kaisarbagh bus stand in the night. Two teams under the leadership of Shri Avinash Mishra, Inspector STF and 
Shri B.M. Pal, SI reached Kaisarbagh at around 0015 hrs on 23.06.2007 to nab the terrorists. The first team took position at 
the southern tri-junction in front of the Residency and the other team was placed at the High Court tri-junction. After some 
time two persons carrying bags came by a rickshaw from the CMO office side. They got down the rickshaw. Shri Abhay 
Narain Shukla, Inspr, Shri Dharmesh Kumar Shahi, S.I. and other members of the first team moved cautiously towards them. 
They were exhorted to stop and surrender. One of them suddenly fired on the police party. Fortunately Shri A.N. Shukla, Insp 
& Shri D.K. Shahi, SI had a narrow escape. Both moved cautiously towards them in darkness. Both were within the firing 
range of the terrorists. They showed exemplary courage, sense of duty and also risked their lives. As the terrorist again fired 
on the police party, both the officers responded with controlled and calculated firing in self defence. It was clear by then that 
they were really dreaded terrorists and were armed with lethal weapons. The second team reached the spot for providing 
covering fire, if needed. Taking the advantage of prevailing darkness, using their vast experience Insp. A.N. Shukla and SI

D.K. Shahi approached towards the terrorists by risking their lives and showing great courage and valour with swiftness 
successfully nabbed both the dreaded terrorists. At that time, one of them was pulling the slide of a pistol and the other was 
taking out a loaded AK-47 from bag with an intention to open fire at the police party. 

The details of recoveries made by the police are as under :— 

1. One rifle AK-47, two magazine and 60 live Cartridges. 

2. One Star Pistol 7.62 bore, 02 live Cartridges and 4 empty shells of 7.62 bore. 

3. High explosive 9 Kg 

4. 10 Detonator 

5. 04 Timer alarm watch with 9 V Battery and wire 

6. 20 Hand Grenade 

In this encounter Shri Abhay Narain Shukla, Inspector displayed conspicuous gallantry, courage and devotion to 
duty of a high order. 

This award is made for gallantry under Rule 4 (i) of the Rules governing the award of Police Medal and 
consequently carries with it the special allowance admissible under Rule 5, with effect from 23/06/2007.
